Fourth Plain Revitalization Program
The Community Housing Resource Center is managing an exciting new project along the Fourth Plain Corridor called the Fourth Plain Revitalization Program. This program will focus on the diverse culture and unique qualities this area provides to the City of Vancouver and the surrounding area.
The Center has successfully received funding from United Way of the Columbia-Willamette for this program. The Revitalization Program was created in response to the Fourth Plan Corridor Subarea Plain developed by the City of Vancouver to evaluate the opportunities and challenges of the residents, businesses, and other agencies along Fourth Plain Blvd.
Program Area
The area included in this project is: St. Johns Blvd. to the west, Burton Road to the east, SR-500 to the north, and 18th/20th Street to the south.

The revitalization program was created in response to the Plan conducted by the City of Vancouver called the Fourth Plain Corridor Subarea Plan. The purpose of the Plan was to address the concerns of residents and business. The Plan includes many strategies and recommended policies which address public safety, transportation, recreation, housing, the local economy, and businesses.
Program Goals
Our goal and the requirements of the grant are to engage residents in developing and prioritizing projects that will enhance and revitalize this area. These projects include public safety, increasing home ownership, community building, establishing a business association, creating cultural events, and much more. The success of the revitalization program will depend on active involvement of the community.
The Seven Neighborhoods Involved

The community consists of seven neighborhoods which are Rose Village, Central Park, Fourth Plain Village, Bagley Downs, Meadow Homes, Harney Heights, and the Ogden Neighborhoods. In addition, the local businesses, the City of Vancouver, many community organizations, and most importantly community residents will play a key role in the development and success of this revitalization program.
Program Challenges
The first step will be the creation of a Fourth Plain Task Force. The Task Force will consist of a group of involved people who are stakeholders in the community. Our goal is to have a balanced representation of the area and those who have a vested interest in the growth and development of the Corridor.
Issues that will be addressed by the Task Force are public safety, homeownership, community building and improved neighborhood appearance, and development of a Business Association.
We want to reach out to everyone, homeowners and renters; businesses, non-profits, and other agencies; and new community residents who have recently moved to Vancouver as immigrants. We are actively working to recruit multicultural and multilingual volunteers to help at public meetings and translate written materials.
