Housing Rehabilitation Loan Program

What is the HOPE FOR HOMES Program?

The HOPE FOR HOMES Program is designed to assist qualified homeowners who cannot afford to make critical home repairs to bring their property up to Housing Quality Standards (HQS) or appropriate condition.

Homeowners who meet eligibility requirements will qualify for a low-interest deferred rehab loan of up to $25,000.

What Is a Critical Home Repair?

A critical home repair corrects a defect or dangerous condition that threatens the life and safety of the occupants, is causing major structural damage to the property, or, if left untreated, is likely to cause major structural damage to the property within a year.

Repairs That May Quality

  • Structural, plumbing, mechanical or electrical systems showing obvious signs of deterioration and requiring critical repair.

  • Roof, if leaking, missing shingles or severely deteriorated.

  • Exterior porch and/or stair repair.

  • Replacement of fencing or tree removal if damage could result to structures.

Who Is Eligible?

To be eligible, you must meet the following requirements:

  • You must be the owner-occupant of the home on which the repair work is to be made.

  • Your home must be located within certain census tracks in the seven neighborhoods of the City of Vancouver's Fourth Plain Corridor Subarea Plan.

  • Your total household income must fall at or below 80% of the HUD Portland-Vancouver Area Median Income Guidelines.  (See Income Eligibility table above.)

  • In addition to annual income, household assets must not exceed $25,000.

Assets mean: savings accounts, time certificates, trust accounts, notes receivable, equity in stocks or bonds, real property or any other capital investment.

Assets exclude: your principal residence, retirement account, personal vehicle and any other household item reasonably necessary for personal use.

Projects That Do Not Qualify

  • Cleaning, regular or seasonal maintenance.

  • Cosmetic interior improvements such as wallpaper, painting, or paneling.

  • Pool, sauna, or hot tub installation or repair.

  • Expansion or remodeling.

  • Regular replacement or upgrading of household appliances.

  • Cosmetic Landscaping.

  • Purchase of equipment used o make home repairs.

  • Any repair work covered by insurance or warranty.

Program Partners

UCI

Unlimited ChoicesÒ (UCI) is a private, non-profit organization whose mission is to remove barriers and make affordable housing accessible for low-income people with physical disabilities; and to provide critical home repair to low-income homeowners.

COV

Funding for the homeowner deferred low-interest rehab loan program is provided by the U.S. Department of Housing and Urban Development (HUD) through the City of Vancouver's (COV) Community Development Program.

CHRC

The (CHRC) is a non-profit organization in Vancouver whose mission is to provide quality education and counseling services to increase opportunities and access to community resources for people who strive to create financial security, housing stability or homeownership for themselves and their families, thereby creating a vital and stronger community.
