Free Notary Public Service
CHRC's notary service is provided free of charge. Phyllis Warren, our Office Manager, is commissioned as a Notary Public by the State of Washington.
Important Notes about Notary Services
Notary services are governed by Washington State law, which contains a number of restrictions regarding this service. Please be sure to read the following before utilizing this free service.
Notarial Certificates
According to Washington State law, notaries show that they have performed their notary duties by signing and dating a "notarial certificate," which includes the date, a place for the name and title of the notary public, the expiration date of the notary public's appointment, and the jurisdiction in which the notarization is being performed. Not all documents to be notarized contain this certificate. It is your responsibility to determine if the document to be notarized contains such a certificate and, if not, provide the appropriate certificate. CHRC's Notary Public is not permitted to provide notarial certificates nor give advice on which form of certificate to use. To do so could be construed as providing legal advice, which our notary is not licensed to provide.

We strongly urge you to select the proper form of notarial certificate, if required, before making use of our notary services.
Completion of Documents
You must wait until you are in the presence of the notary before signing documents to be notarized. Documents to be notarized must otherwise be filled in completely. Our Notary Public may not help you in any way in understanding the document or offer advice on how to complete the document. To do so could be construed as providing legal advice, which our notary is not licensed to provide.
Identification
A Notary Public may accept only current, picture identification issued by a governmental agency. Examples include passports, driver's licenses, or military IDs. University of Washington or Clark College student IDs or birth certificates cannot be accepted. The name on the document to be notarized must match the ID you present.
